Our objective
should be to maintain economic growth while reducing the birth rate to equal
the death rate. Can we suggest some
policies and economic incentives to reduce the birth rate while maintaining or
decreasing the current lower death rate?
I suggest the following:
Policy objectives:
1. Each
person should be held responsible for controlling his/her reproductive
behavior.
2. Each woman (and her partner(s)) should be
encouraged to have no more than two children (no more than one child in
overpopulated countries). It is
immediately obvious that it is much easier to monitor the woman’s reproductive
behavior.
3. If a person asks for tax-supported welfare,
the taxpayers are justified in insisting upon assurance that there will be no
future children to also support.
Suggested actions:
1. There should be no more than two tax
deductions for children.
2. A woman, not on welfare, with more than two
children should pay the full cost of educating the third and later born
children with the help of the father(s), if known.
3. If a woman asks for tax-supported welfare,
for herself or her children, she should have to agree in writing not to have
more than two children. If she already
has two or more children, she should have to agree in writing to be sterilized
before receiving any tax-supported welfare.
If she has only one child or no children, she should have to agree in
writing not to have any additional children while on tax-supported
welfare. Tax-supported welfare should
cease, or not be granted, to any woman who has two or more children and refuses
to be sterilized.
4. If a man recognizes himself, or is proven, to
be the father of a child, he shall be liable for child support. If he has already fathered two or more
children, he should have to agree in writing to be sterilized before receiving
any tax-supported welfare. If he has
only one child or no children, he should have to agree in writing not to have
any additional children while on tax-supported welfare. Tax-supported welfare should cease, or not be
granted, to any man who has two or more children and refuses to be
sterilized.
5. If anyone
is proven to have obtained tax-supported welfare fraudulently, he/she should be
sterilized to prevent additional fraudulent claims.
